Study on Emergency Medical Care Teleconsultation Network in Vulnerable Areas

Abstract
In order to enhance the quality of emergency medical care in South Korea, teleconsultation network among hospitals was established in 2015. However, despite its lofty purpose and unique merits, teleconsultation has not widely spread beyond very few hospitals. This study is to investigate why it has been so and give policy recommendations. Through interviews, surveys and data analysis, we identified seven factors for the successful implementation of the policy. They are the merits and shortcomings of teleconsultation relative to the existing modes of communication, distance between participating hospitals, severity of illness, consensus-building regarding teleconsultation, technological ease, adequacy of governmental support, and backwardness in personnel¡¤equipment. This study is meaningful not only because we provided a situational and analytical study on emergency care teleconsultation that was introduced in Korea very recently, but also because teleconsultation itself is very rarely studied in prior research.
